There are a millions of apps that are being uploaded by developers everyday. Most of these apps are paid but there are times when developers decide to give away these apps for free either for promotional purposes usually for a limited time only.
That's why when there are apps that are free for download I usually download them ASAP just to save a copy on my iTunes because you won't know if these apps can be useful in the future. So download them when they are free.
